Compared to the draft sent to the Joint Conference, the main changes concern the raising of the power limit threshold from 500 1000 to kW, the possibility for rural buildings access to incentives for new plants to biomass and the establishment of a register interventions over 500 kW. The thermal energy account provides coverage up to 40% of the costs for the actions planned, a budget available to 200 million for public administration and 700 million for the other subjects. Contributions will be spread over a period of 2 or 5 years and will not be combined with other incentives, subject to the guarantee funds or rotation.
The incentives are a function of the type of intervention, to the surface (eg. Isolations of matt surfaces) or to the power of the plant (eg. For the installation of heat pumps) and of the climatic area of ​​installation. In some cases a lump sum contribution is expected.
AEEG is assigned the task of defining within 90 days from the issuance of the decree of new tariffs for the energy absorbed by heat pumps, while the GSE will be entrusted with the incentive management. Funds for incentives will be obtained from gas bills.

DM White certificates
The decree sets national targets for energy savings in final consumption that the distributors of gas and electricity customers will achieve more than 50.000 years 2013-2016. The targets set conteggeranno both new interventions, both CB from CAR, both interventions already realized whose technical life superior to that useful.
White certificates are not combinable except with guarantee funds, revolving funds and tax breaks for the purchase of new machinery.
The savings can be achieved directly by the distribution companies and associated companies, or through intervention of ESCOs or companies in which there is the figure of the energy manager.
Among the innovations introduced by the mechanism is the introduction of "major projects", defined as interventions with at least twenty years of service life and primary energy savings higher than 35.000 toe. Large projects will enjoy additional rewarding up to 30% or 50%.
Another novelty of the decree provides that, in the event that an annual national target is exceeded by a margin of over 5%, the target for the following year is increased by the percentage spread.
The management of the incentive system of TEE will be transferred by the Authority to the GSE. After the January 1 2014 will still issued new guidelines for the management mechanism.
Covering the costs for the support of the incentive mechanism will come from electricity bills and gas industry, from transport and distribution components.
