Last March, the Minister of Economic Development and Labor Luigi Di Maio and Environment Minister Sergio Costa presented the Integrated National Energy and Climate Plan 2030 (PNIEC) in Rome.
The Plan, as implementation of Regulation (EU) 2018 / 1999 on the governance of the Energy Union and climate action, constitutes the instrument with which each Member State, in accordance with the European rules in force and with the measures implementation of the European Energy and Climate 2030 package, establishes
their contributions to the European objectives on energy efficiency and renewable sources,
what are your goals in terms of energy security, a single energy market and competitiveness.
By the 2019 Italy will have to send to the European Commission the final version of the Plan, prepared at the end of 2018, which has now begun a consultation phase.
This consultation will see the involvement of various stakeholders, and it is probable that a further series of hearings will be held at the Chamber and Senate Environment Commissions.
In particular, different levels have been established:
institutional channels: the Plan proposal has already been sent to the two branches of Parliament, the Ministry for Regional Affairs and the autonomies and to the Regulatory Authority for Energy, Networks and the Environment. On the subject it is expected that, in addition to the auditions already underway at the X Commission Production Activities of the Chamber, a series of hearings will be organized at the VIII Environment Chamber Commissions and 13 ^ Senate Territory
strategic environmental assessment: the proposed Integrated Energy and Climate National Plan is subject to Strategic Environmental Assessment, which consists of two phases, a preliminary one, restricted to those with environmental skills, and a subsequent one, extended to administrations and the public concerned. This consultation phase has not yet been started;
thematic groups of experts: to this consultation the independent Authorities, the subjects operating on the basis of a public concession, the research bodies and the Universities operating in the area of interest of the PNIEC, independent experts, associations of workers and sectoral associations;
public consultation: aimed at collecting comments and suggestions especially on the measures identified in the Plan proposal. This public consultation is open until May 5.
