Standardisation is a voluntary process based on consensus between different actors in the economic system (industry, consumers, workers, public authorities, etc). It is implemented by independent standardisation bodies, which operate at national, European and international level.
According to European Directive 98/34/EC of 22 June 1998, a "standard" is a technical specification approved by a recognised body to carry out standardisation activities for repeated or continuous application, compliance with which is not mandatory and which belongs to one of the following categories:
- international standard (ISO)
- european standard (EN)
- national standard (UNI).
National, European and International Standardisation Actors
European Commission. European Union institution that regulates, among other things, European standardisation. It has the task of writing directives according to the New Approach and mandates CEN, CENELEC and ETSI to write harmonised standards.
EFTA. The Free Trade Association, which includes Iceland, Lichtenstein, Norway and Switzerland, participates in European standardisation under the EEA Treaty.
CEN. European multi-sectoral standardisation organisation active in all fields except electrotechnology and telecommunications.
CENELEC. European organisation responsible for standardisation in the electrotechnical area.
ETSI. European organisation active in the field of telecommunications.
ISO. International multi-sectoral organisation active in all fields except electrotechnology and telecommunications.
IEC. International organisation responsible for standardisation in the electrotechnical area.
National Standards Organisations
They write national standards and apply European, and some international, standards to their national legislation.
Italian member of CEN and ISO is UNI, which has delegated the CTI for energy and thermo-technical topics.
Italian member of CENELEC is CEI.
